It all depends on the local rules.

The OS is sure thing if they have and ENFORCE a stock enigne rule.

You just might do better with a Brodak if you're good at fiddling with the engine and getting away with it.  I have A LOT of LA 25 race engines, all stock, and they all run good.  I tried a Brodak and ended up Ebaying it.  One guy in my area put a lot of effort into a Brodak and got itr equal to a basic OS.

If you're building a SLOW Rat, the answer is: neither.

Slow Rat has no engine restrictions other than size and the engine of choice seems to be the GO RC car engine, modified for use in an airplane.

If you're building a SUPER SLOW rat, the Brodak is the superior engine. It must be properly broken in to get the bottom end free enough, they're too tight as they come.

See the rules for Super Slow Rat at http://www.NCLRA.org and the AMA website for Slow Rat.
