Spraying a plastic spinner

Failed on first attempt.  Scuffed a new plastic spinner cone with 400 wet.  Sprayed with a dope color coat and it didnt stick very well.  Was blowing it off with air gun to get ready for a clear coat and the air got under paint on edges and lifted it in several places.  What do I have to do to get it to stick,  shoot some kind of primer coat?

The ones I've done I've sanded with 800 dry till all the gloss was off. I then cleaned with alcohol then sprayed with several light coats, let dry a week or so then sprayed with clear.

Another way to do it is with a light coat of Duplicolor sandable primer, but the gloss of the plastic must be completely gone.
