I put on a few coats of clear on my flaps. Man is it hot and muggy out!!!

Any way I assume this is what is known as blushing.

Will this hurt if I am going to put silk span on top of this?

Could be, but does not look like typical blushing, especially the sharp definition on bottom end in picture.  Not sure what you got here.  Dont be concerned about blushing untill you get to final clear coats. 

I would not be spraying at this stage of process.  Easier and faster to build substrate and fill covering with a brush.

That sharp edge you point out could be from the foam brush. Maybe I went across the flap with a stroke?

I use Randolph dope almost exclusively now and spray with about a 50/50 mixture. I don't worry about the blusing until time to spray clear coat. I use Brodak's crystal clear, ok I don't use Randolph exclusively, and mix 25% dope and rest thinner and retarder. The first few coats, I just give it a light mist so the inkjet decals and vinyl graphics don't mess up. After these coats, I spray a couple of wet coats to seal all decals, striping etc., the thinned clear will take out the blush. But I usually try to spray in the early morning to get away from the humidity. If this fails, I have an air conditioned shop and I bring it inside for the final coat.

I find that a cool moist towelette applied to the face relieves bushing quite satisfactorily.

Try adding Butyl Acetate as a thinner, stops all but the worst blushing. If you have already got a few coats of dope on don't panic, just make a 75% Butyl Acetate/25% dope and do another coat. Magic.
