dope over monocoat?

Can dope be applied over monocoat? The monocoat is being used like a decal over polyspan & dope substrate.

I've shot thinned cler dope over monokote trim sheet and pinstripes on top of silkspan/dope with good luck. Just scuff up the surface with #0000 steel wool and do several lite coats first. As far as straight monokote, try it on a test piece if in doubt.
