First case: there's the same amount of nitro before and after.  100*.2 = (100 + x)*.15
20 = 15 + .15*x
5 = .15*x
5/.15 = x
33.3 = x

Second case: Add the quantities of nitro.  .1*100 + .2*x = .15*(100 + x)
10 + .2*x = 15 + .15*x
.2*x = 5 + .15*x
.05*x = 5
x = 5/.05
x =100

Attached is an spreadsheet I use for changing store bought fuel with high nitro% and low oil% content. So by adding castor oil you can change the nitro content.
