Space Hopper dual needle valves?

I was looking at stuff on eBay and I came across this http://cgi.ebay.com/763-A-Cox-Thimble-Drome-327-Dual-NV-For-Space-Hopper_W0QQitemZ370247380969QQcmdZViewItemQQptZLH_DefaultDomain_0?hash=item563476afe9&_trksid=p3286.c0.m14   It's a dual needle valve setup for a Cox Space Hopper .049. I had one of these engines once, but it had a single needle valve. My question is why would this dual needle setup be necessary?

It was for a crude form of throttling in the olden days of RC.

It used a fuel line pinching device to switch between two NVA's, one set properly and the other set full rich.
