What is the correct way to align wheel pants? should they look level in flight or level on the ground? Thanks

I line them up with how they look. Eye ball! Never straight with a thrust line, center line.  ;D

Whatever look best, both in the air and on the ground.

I'd go look at a bunch of pictures of full scale planes and see what you like best, then go from there.
