For balsa wheel pants, light fiberglass is the way to go. Apply using "Z-poxy", it sands easy-light application to apply the fiberglass, sand lightly, a second coat for filler and strength. I like to drill and fit the piece before the fiberglass is applied. Sig 1/2 ounce fiberglass or K&N 3/4ounce fiberglass works well. Don't worry about doing it all with one piece (although you can) - just one piece at a time, let dry, then apply the second. Also don't worry about the edges. After the epoxy dries a few swipes with 230 grit sandpaper will trim the excess fiberglass off cleanly.
