Depends a little on the kind of steel but the sheet I have that I have been making them from is 16 gauge.

I have been making horns from 4130 steel sheet, available at McMaster-Carr. The specs say it is 0.071 thick. My calipers say 0.073. According to the charts, that puts it between 14 and 15 gauge.
