In 1991 the USSR formally and voluntarily set The Ukraine and the other "soviet" republics free in a public ceremony.
They didn't just quit like the CSA.  The was the biggest breakup of an empire in history.
A deal is a deal.
Putin is wrong in the current scuffle.

That is total bullshit. Nobody set them free. Those ex-soviet republics, which longed for independence, had to pay a bloody price.
