Title: design tool questions

Ok, I have tile print laded but it doesn't do quite what I'm looking for . Can somebody suggest software that does.
What I am looking to do is load a planof a model, be able to use the cursor do designate a dimenision and then draw or measure a second line and find out the new distance ?

almost any CAD program should do that.  There are several free ones out there.  Search free CAD software.
