Plans for a .21 Profile Proto Speed Plane

I'm looking for a plan to build a .21 Profile Proto speed plane to the NASS rules published on Speed times 2017 Vol 3.
I don't seem to find any online nor any articles of same.

Here is a link that has some information and also a link to the Northwest rules for Profile 21 proto. In the article they show two Brodak Goodyear kits that qualify.
