The Carr Racer is scratch built. The starting point is a photo in the Book published by the EAA, The Golden Age of Air Racing. Another photo is at aerofiles.com under the name Carr. An enlarged copy of the photo, known dimensional references such as wing span, prop size, people in photo etc, historic descriptions such as the use of Travel Aire Mystery Ship components, even shadows in photos of shapes such as wing tips and tail component were used in building the model.
The Carr Racer is a very unusual choice for a model. Better known planes do have plans available notably the Cleveland Plans and various plans published in modeling magazines and good three views can be found in books about air racing.
