FAI F4B scale and 2.4 control

Hello

Just wondering if anybody else is bugged by this
Here in New Zealand we are allowed 2.4ghz throttle control for scale
FAI F4B rules to allow for 2.4ghz to start and stop an electric motor but not throttle control. This is probably a carryover from the F2B rules where starting and stopping  is now allowed for an engine or electric motor .
Looking at the new FAI electric speed class there is throttle control allowed with 2.4ghz and the motor can also be controlled outside the circle by another person other then the pilot (presumably for safety),  why not scale ?
