2017-2018 CL scale rule Proposals summary

13 rule proposals that have been approved to be incorporated into the 2017-2018 CL scale rules. The majority of the rule proposals cleaned up the wording on how some items are to be judged and scored. But there are several that are worth pointing out and explaining.

Proposal 17-01: How the flight points are added up for 1/2a scale was corrected and clarified the wording. It was confusing on how to add up the flight scores for a contest that had two flight rounds as compared to the 4 rounds that are flown at the Nationals. If you are hosting a 1/2a scale event be sure to re-read how the flight points are calculated for the total score.

Proposal 17-14: There will be 1.5 point deduction with the realism score if your model does not have working flaps or retractable landing gear if the full size had such items. This rule change was written this way to clarify and standardize to the judges how much the deduction should be for realism if you don’t have retracts or flaps when the full size did. This does not apply to Fun and Profile Scale.

Proposal 17-02 & 17-13: Flaps and retractable landing gear are no longer considered independent functions and will be judged thru the entire flight. Before you would call out the flaps or the retractable landing gear as an independent function by lowering the flaps or landing gear during the flight for one lap. Now you can operate the flaps during takeoff, touch & go and landing and they will be judged thru the entire flight. If the flaps were partially lowered on the full size for takeoff then we should do the same thing to get full points for this option.

The last one is the probably the best thing done, now the following options are judged thru the entire flight. Other options need to be called out to the judges as they are performed, but these options you DO NOT need to call them out. You simply put them on the score sheet and they are judged during the entire flight

           1) throttle control
           2) Multi-engine
           3) Retractable landing gear (counts as two options)
           4) Flaps

To clarify 17-14: No flaps= -1.5. No retracts= -1.5. Hence if you have neither you will lose 3 points.

the 1.5 point rule is for both flaps and retracts the most they can deduct is 1.5 points total if any one of these are missing or both

I'm not trying to start an argument, but the rule proposal has two separate, very detailed sentences that directly connect the 1.5 point deduction to each omission. Maybe when the 2017 rules are published there will be some clarification.

Under Rule 9.6.4. Realism In Flight, Error #5 explicitly refers to Retractable Landing Gear and Error #6 explicitly refers to Wing Flaps. Thus, there is the possibility of a 3 point downgrade if both options are not included for airplanes that have these functions but are not employed on the model.

Possibility? 

If the model has a fixed gear and fixed flaps, the deduction would be 3 points for sure.

Due to the closeness of scores, a contestant might as well stay home as start out 3 points in the hole. 

But if the gear & flaps don't function just like the prototype, contestant would still be docked part of the 30 points offered for these options.
So everybody just assemble a Brodak Shoestring.
