Finishing Question

Presently my Jack Sheek's Heinkel He-100 is in the primer and sanding state.

The underside is going to be light blue.  The top side will be olive drab.

Which color should I paint first?

As a general rule always paint the lighter color first. better coverage going dark over light than light over dark. There are cases where you may want to vary from this depending on the paint scheme, but in your case with a prototypical military style scheme, light then dark.
For years the rat race had me going around in circles, Now I do it for fun!
