If I spray clear KlassKote while it is raining will I have the same problems I would expect if I was using clear dope?

In my experience, no.  Klass Kote cures by chemical reaction rather than drying/evaporation.  I usually use automotive clear over KK color and the same is true, catalyzed paints are for the most part, not affected by humidity.  I think under the wrong circumstances you could trap moisture under the clear.

From the Klass Kote site:  For optimum results, apply to substrates, and store the product between 50-80° F. Humidity can slow the curing processes, but in most cases, Klass Kote Epoxy Paints are very forgiving. For best results, use product below 70% humidity.

I have sprayed in the rain standing in my shop door under the overhang of our back deck.  I would not normally do something like that but I started a project and was determined to finish, no problems that time.

  Yes. You will not have the same issue (blushing) with a material that does not air-dry.
