I have the same problem with the Hawaiian Teal.  The color is beautiful but the finish is ruined by those tiny, dark blue (purple) pellets.  Those pellets might be a part of the tint mixture but they do not dissolve, as you found.  No matter how much I shake the can, the pellets remain.  After painting, if you hit those pellets with sand paper or anything else, they tend to break up and smear, leaving a dark streak.

I tried straining the dope thru a very fine filter.  I can get most of them out but not all.

If you want a similar color, try the Randolph Tampa Green Metallic.  Not quite the same shade but close and no undissolved pellets in it to worry about.

Some of that will go away if you get a paint can shaker.

i sprang for an electric paint can shaker a few years back. Solved some problems. But probably not yours.  LL~

  Seems impossible to get the blue to dissolve and tiny blue dots seem to appear all over the surface.

 I had some Brodak Miami Blue a few years ago that acted the same way. I ran it through a paint filter and picked up a bunch of what was like a dark blue sand. It helped, but it was still noticable while painting. I threw the rest out when I was done with that model.
