I don't know what excuses they need to go into a place. I know that in Oregon, in the 70's, when my dad's company ran afoul of OSHA, they waited until a worker complained. Something about constitutional protection against unlawful searches, etc.
Well Tim, in my experience they simply wait for something (anything) to call their attention to a violation. Certainly a complaint from an enployee will do it but they have the legal authority under the law to inspect any working enviroment that the wish...they do have to give a three day notice of inspection. Constitution? Does anyone in the Federal Government pay any attention to that anymore?
The bottom line however, is that they simply don't have enough enployees (inspectors) to cover even a small sector of working employment so they do the most dangerous (at least what is considered the most dangerous) places first, and the ones with the largest number of employees. Shipyards and automobile factories are very high on their list!
I'm not sure where saw mills fly on the radar...but they certainly seem dangerous, but have a small number of employees so...who knows?
If I owned that saw mill I would want to keep a very low profile and that doesn't include making videos of the operation. Green or not! That's my only point.
