The answer to the original question here is, anyone that looks.
All anyone here has to do is take a quick scroll down look through the other forum categories. Do this from the forum Home Page. The "New Posts" icon to the left of each category title tells you if there are new posts within it since you last opened it. It's the icon at the far left of each category title that looks like a letter page. With just a glance at that icon you don't even have to actually open the category to tell if there's a new post or reply to an existing post. The icon is "highlighted" if there has been something new added to the category since last time you opened it, not highlighted if not.
It's all very easy, keeps things organized (when posts are placed properly), and makes good sense to have the forum designed that way. Anyone who isn't picking through all the other categories offered here is missing out on a LOT of stuff!
Getting back to the question, when your post is placed in an appropriate category instead of the Open Forum you may actually find responses coming quicker and more often. No offense, but if you're not seeing responses it's likely from a lack of interest (or general forum activity) more than anything else.
