Let me throw a monkey wrench into this discussion.
The Brodak Cardinal actually tells you to put the flap push rod in the middle hole at the flap, then the elevator push rod goes from the outside hole back to the same hole in the back.
Don't be afraid to change things. The main objective is to get the control throws suited to the model and to the pilot. Nothing else matters.
Some of my models also fly better with less flap throw (compared to elevator). The nice thing about a profile is everything is out in the open so you can experiment a little.
Sparky is right about those control rods. They look a little flimsy in the photo.
