OK, of course it's some form of needle valve assembly. BUT:

What from? What purpose? When?

Any help out there? Carrier, scale, racing....  ???

I'd guess it's for some kind of early throttle control, like maybe a Bramco? Looks like an air bleed screw there at the base of the NV ratchet spring.   y1 Steve

It's simply a one-fits-all universal NV replacement assembly.

The long threads are intended to make it fit "any engine".
