Title: VECO 19BB Speed Regulation

The VECO 19BB has been called the predecessor of the OS 20 FP (with E2030 Setup).  Does the Veco 19BB  have a similar run characteristics with respect to speed regulation as the OS 20FP setup if used with the OEM muffler?  If not, can it be tune to do so?
