As of April 1, LIPO batteries may be banned from checked baggage - carry-on only

Isn't there a difference between "checked baggage" and "batteries shipped as cargo on passenger aircraft"?

I have always carried mine on. I thought this was already in place. But i wasn't actively monitoring any rules, just what the folks at the airport said.

There has been a ban on passengers putting LiPos in checked baggage for years. This must be an extension to actual cargo that is shipped commercially on these flights.
