not as we know it.  I seems to be a very interesting presentation of a launching system for remotely piloted target planes using a rotary launching method.  I looks as though a number of the US modelling heros of the late 40's were involved

Those fools!  Don't they realize that they've guaranteed that the plane will hit the windsock every time?

It looks like a good way to reliably launch an RC plane with primitive controls and a possibly inexperienced pilot.

The pilot's circle is much too large. The cost in judges' lives will be astronomical.  :X Steve
