Title: The time is NOW for cross proposals

Cross Proposals are to be submitted between May 31 and July 30.

Use the same form as for original Rules Change Proposals but mark them Cross Proposal and include the number of the original Proposal.

As Clancy states it is time.  Do it now before it is too late. H^^
