 Need ideas /suggestions for a five gallon rack to be able to pour from a 5 gallon container to mix stunt fuel...

This is what I did: Lay your 5 Gal container on a table waist high with the opening (spout) up. Simply roll the can a few inches with your other container under the spout. When you get the desired amount roll it back up. Simple! y1

OBTW: Nitro is the heaviest ingredient in fuel. Measure it by volume.....

Simple, go buy a pump for the container.  They have them for cars, mowers and what ever else you can think of. S?P

What Doc said.  Fuel pump.  Plus...

Modify the lid (or A lid) for one of those fancy fuel fittings; fuel line with bronze filter clunk inside the 5gal can.
If you’re going to mix a lot: Electric (Boxxer?) pump on the outside.
If you’re not going to mix a ton, or if you want more precise control: Six-shooter manual pump.

Fold up a rag / shop towel and put it under the back edge of the can to tilt the can forward.
When the can gets lighter shake it to make sure the clunk is in the deep spot under the cap.

Another possibility would be to modify a cap by adding a small brass spigot and as Jerry suggested, lay the can on it’s side, and let gravity do the “heavy lifting”.

I personally wouldn't install a pump or modified lid.  I would support Jerry's idea of rolling the drum to get the content out.
The drum should be kept tightly capped to prevent moisture migrating in.  My 20 Litre drum of Methanol has a fitting at the bottom for a tap, but I always remove it and replace the original steel cap once I have what I need.  Moisture in your fuel will cause a lot of grief.

What about dispensing with CO2 like a keg?  Keeps air and moisture out, very precise, not nearly as expensive as spoiling a batch of fuel.
