On a flapped stunter, do you take into account the width of the flap at the root and the width of the flap at the tip in total root and tip chord measurement? For example if the root chord of the wing from the leading edge of the wing to the trailing edge is 10" and the flap measures 2" at the inboard end, is the total root chord 12" and if the tip chord of the wing measure 7" and the width of the flap at the tip is 1", is the total tip chord measurement 8 inches?

Yes. If your trying to determine the area of the wing, The flaps are part of the wing
