This Sunday the Skijoring competition in Silverton was disrupted when an RC camera drone spooked a race horse and sent it into a crowd of people, injuring several, including a seriously broken hip.
Ironically, dogs are banned from the area for fear that they might spook a horse. But the people who made that rule didn't comprehend that an electric hornet in the face would do the same thing.
The RC-bozo claimed to be making a video to PROMOTE skijoring. He has probably succeeded in getting it banned from towns like Silverton.
The RC guy is off the hook FAA-wise because he was well below the 500 floor of their airspace. When the lawsuits hit he will be hardpressed to avoid a horse-friendly jury.

There is no longer a "500 foot floor" as far as the FAA is concerned, or at least there wasn't as of early last year.
