If I recall correctly Sparky put it in because enough people asked for it, with a comment at the time that it was going to be susceptible to funny business.
In my humble opinion the only correct way to implement a rating system would be a "one head one vote" system, which would require Sparky's software to track a huge number of votes (if everyone voted on everyone else, it would be votes = members2, or over 10 million votes). It would be bug prone, consume Sparky's time, slow down the server, and require a huge amount of disk space.
Anything less ends up back to the "susceptible to funny business" problem.
So thank you Sparky for being responsive enough to put it in when asked, and thank you for taking it out.
