Elizio: NO, this would not be a good idea. Carbon veil is primarily a filler.
It fills in the wood grain underneath a silkspan or polyspan covering. You
can also apply it to the wood surface and, after sanding, just paint that
surface if it is sufficiently filled.
As you sand the veil it will 'flake' off of the areas where it does not fill. If
you put it on top of silkspan and then painted it you would have a rough
surface. If you applied it on top of silkspan and then sanded it, almost all
of it would be removed from the silkspan, which would make the whole
effort more work than necessary.
