The Cessna is in an unusual attitude. Apparently level. Flaps will cause a nose-down pitching moment, countered with up trim on the elevator. This one has flaps and down elevator.

Actually, when actuating flaps on a Cessna you will need to run in rather extreme down elevator trim. I used to have to help my students push at first when they were starting fresh until they learned to really get on the beast.
The ship wants to both balloon upward and pitch up.

What I felt when I was flying the Cessna at Riddle, I noticed that when I went flaps 10, the nose went up. When I went flaps 20 and 30, I felt the nose go down, plane go up.
Just my observation of what I felt during the flight training I got at the school this year.

I took my planes and many others out, if you have for example a C172, and you are straight level and in trim, you can drop 10 20 or 30 degrees in at once, the nose will go UP , and it will always go up, and you will have to Push the yoke toward the front of the plane (for down) to keep it level, now once the speed bleeds off and you retrim the plane it can have a nose up or nose down attitude depending on what your doing and power settings

I was a AMS and I have all the spec paints and glass. It will be signed off by a A and P AM inspector.

Randy is spot on about the Cessna flaps. If you put the 30 degrees in, have your arms in shape if you haven't anticipated with some down trim first, it requires a really good push.

My Cherokee has a stock wheel pant and it looks different. Besides, this looks like a wheelpant for a free castering nosewheel. The area of attachment is too far in the front AND it's flat. I'd say, this is a Tiger or Cheetah. Diamonds also use free castering nose wheel but their wheelpants are very slick looking.

It does not look like any wheel pant my Pipers ever used.
