I read that Mcmaster Carr is the source for Grade 8 rated 4/40 Bolts which are what most guys use for Takeapart wings and control systems.
I couldnt find any on their website ( to my untrained eye.. )so I sent them an email requesting some.

PJ,
Our Socket Caps Screws are not Grade rated. Refer to our Socket Cap Screws section for our available products and prices.
Am I just stupid ? or am I missing something? What does " not grade rated mean "

Moghty strange PJ. Look here:

But I prefer dealing with Micro Fasteners any way.
Cheers, Geoff
Most odd! I've checked a little further and found that they do not rate their UNC cap screws.
The Microfasterners web site is having difficulties but I am reasonable sure that their alloy steel is Grade 8.8.
Otherwise, PJ, it's M3 instead of 4-40 for your application.

The following is an excerpt from the UNBRAKO web site:
If products are described using references to inappropriate terms and standards, mistakes
can result. For example, what would the phrase Grade 8 socket head cap screw mean?
There is no "grade" designation for industry standard inch socket screw products. Each
socket screw product has its own industry standard. The number assigned to the standard
is the closest correlation to the SAE grade designation system.

I have torture tested their socket head cap screws and have yet to break one. I lost a case once.

I myself go to "RTL Fasteners" for my socket head machine screws. You can buy in bulk for just a little more than what a 4 socket heads cost in the LHS. Now I am getting in trouble again. But, when you can't get what you want locally, what can you do? By the way he has metric also. Just google RTL Fasteners. H^^
