That’s the link I’m going to. For whatever reason it throwing up🤮 this message:

Not yet. Chances are your system has a policy that does not allow sending zip or compressed files. 🥴

The version on the NCLRA website was written under direction of Pete Soule. It's easily available and doesn't need to be run on a Windows machine, just a normal web browser on any system.

I downloaded the lineIII zip and when I execute the exe for setup it says "this wont run on your computer"
No options or anything.

It's a Windows problem.

I vaguely recall that all three of the Line programs tell you where to put the leadout guides. What I'm wondering is how any of them apply to electron powered stunters, since the users seem to agree that the CG needs to be farther forward and the leadout guides farther aft. All except Ken, that is... ;) Steve

Speaking only to the version on the NCLRA website:
There is nothing in the code nor in any of the behind the scene conversations with Pete Soule from the time it was written that had anything to do with rhe type of power plant.

Windows(??) is always trouble.
They, meaning all the bosses and the top porgrammers, never took time to "design" the program- a flow chart of each required step and map how they interact.
I did that quite a few years ago to write a program for the foam cutter. I've used variations for years to lay out airfoils and their co-ordinates.
