Leading to ever more laws.  Did anyone bother to see if there isn't already a law that covers this?

Laws are crafted in very general language.  Unless a law specifically names "drones" , a clever lawyer can weasel out of any lawsuit.  Any "foolproof" law would amount to 100 pages .

Whatever the current penalty is for clinging to the sleeve of a first responder and causing a death, or blocking the road with your car or whatever, that's what should happen when drones are involved.  And, probably, it's already applicable.

The most recent events include aerial firefighting efforts being thwarted by multi-rotor r/c camera platforms ("drones").  In two major CAL fires, helicopters and bombers were grounded because of "drone" activity in the area.
