Once you have a picture scanned in, the best way to turn it into a drawing is to import it into the CAD program and just draw over it.  That way you can fix all the partial lines and corners, erratic line widths, uneven dimensions, etc.  Any autoscan program will generate a lot of trash curves when you try and trace an enlarged graphic.
