Title: CL Site near Almeda, CA?

I have a friend in Europe that sent the following note:

A friend of mine who emigrated to the US found
a model flying site  near Alameda (San Francisco)
named after Bill Osborne (1914 - 2003).
It is a CL site so I presume the name to be known
by CL friends. Do you have any additional information
about this gentleman and about te site?
