Bar Keepers Friend, a mildly abrasive cleaner, does a pretty good job polishing plastic spinners. Most of the work is done prior to polishing by scraping the starter cone damage with a blade down to clear plastic.

OK, so we've got a sizable shed at the field. Besides housing the lawn mower it's filled with, sadly, deceased modelers 'stuff' given to us by their widows for club use and hopefully resale. There's everything that would fill a hobby shops shelves. Including spinners. Even a gallon of GMA 10/22 fuel. So in it's former life, maybe the cleaned up spinner was mounted on a thick 11-? prop, right now it's on a thin 8-6. The $$$ was right, the size correct and as a bonus, the color matched!
