Title: Another thought/question about BOM

I'm almost hesitant to even post this because I'm not trying to start anymore volleys flying, but how do you quantify that you built more than 51% or your plane.

For example:

     1. If there are 100 parts to put together (made up number) and you glued 51 in place (hence 51%).


     2.  Or should we look at it took a certain number of hours to complete the airframe to the point ready to begin the finish and a certain number of hours to apply the finish and the point being if you apply all the finish yourself but purchase some pre-assembled parts like a motor crutch, sheeted wing, assembled control system, fiberglass/carbon parts or whatever else you can think to add and the finish takes longer to complete than construction then is that 51% or more?


Again, not trying to get anything negative started just trying to find out what the base standard would be.

Good question James.

In actuality, the concept of 51% has never been part of the official rule. The rule says that, "no more prefabrication than the average kit." was allowed. Since I don't have the rules here, that statement is paraphrased from memory, but it's pretty close.

I believe some took the concept of 51% from the Experimental Aircraft Associations, and the FAA's, requirement that at least 51% of the construction being required to be a homebuilt aircraft.

So, in my opinion, 51% is not a rule, or part of it, and doesn't apply for CLPA.

The base standard, as the rule is written, has to do with the amount of prefabricated parts not being more than the average kit. The definition of what an average kit has changed a lot since the rule was laid down, and is part of the reason for so much discusion, mis information, and differing interpretations over the rule.

I think the real gist of the BOM rule is that the entrant KNOWS whether or not he/she built the model.  Percentages be d****d.  The rule depends upon personal integrity and honesty.  Without those traits the rule is moot.  But, if you have to cheat to win or think you've gained an advantage, what have you won or gained?  ZIP!
