When mixing colors at the hardware store they don’t use “toner” (from laser printers or copiers) or “pigments” (artists / oil painters mix powdered pigments with transparent oils to make the paint they use).
Hardware stores call the color additives “tints”. For a gallon of pastel yellow wall paint they add a small quantity of very vibrant yellow tint to a gallon of plain white base paint.
Maybe the confusion above is a simple matter of diction.
