I dunno. Plenty of people fear we are developing into a nanny state, and point
to such laws. Personally, I've always thought existing "driving in a dangerous manner"
clause was justification enough to ticket such drivers.
But when someone like Nils gets maimed by such terrible driving, it is no longer a
matter of etiquette, and those people should have the book thrown at them in court.
Since virtually all cell phones have a GPS capability built in (to locate transponders,
but potentially easily misused), perhaps they could be made to shut off and not be
able to turn back on for a few minutes when it detects motion. Or, have the phone
be a cop, and automatically bill the user for the appropriate fine? Or, punish them
directly, with a brief taser burst (portioned to fine) to the earlobe? (I like THAT one..) ;->
Big brother or nanny state? Take your pick.
Again, I blame the cell phone problem primarily on poor parenting. Simple
good manners would keep cell phones in their holster.
