Recently I had this exact problem with my financial institution.
I leave messages and no call back....I went to the local office....no one there...c'mon man!   ::)

What is happening is....folks are working at home from their home phones and not calling their office number to play the messages.
It is as simple as that.
I finally got hold of them but I had to do something extra to get a call back.
