   Where did you hear about this design? Is it from over seas?  From the name I would guess the UK. I have a decent collection of Aeromodeller magazine to search if you can find out if it was published and what year at least.

I have a listing of all Aeromodeller plans through 1998.  There is no "Celtic IV" or anything called "Celtic" in that listing.  Also, I have all of the Aeromodeller Annuals (1948 - 1979) and do not recall any design by that name.

The picture of Elwood Bell's Celtic IV was included in Wynn Paul's column in the July 1978 issue of Model Aviation.
