Because -- Science!
Any permanent-magnet motor will act like a generator if you spin it. When the leads are open, the voltage generated just sits there on the wires, but when you short them, it goes to developing current in the windings. That current makes torque, which resists you turning the motor.

That's how the brakes in an ESC works. It shorts the leads together causing the motor to become a generator.
