I am pretty sure the "pole" count you want is the number of magnets glued to the rotating "can." This is the number required by some governor escs. Place a reference mark on the motor so you don't lose track, and just count the number of magnets. I think you will find it is a 14 pole motor. The "other" pole count refers to electrical poles formed by windings on the stator.
