Your timers are not acting normally. Please tell me exactly what's going on. What I gather is that after entering the set rpm mode with 2 button presses, the rpm rises and then drops back down to low rpm and pressing the ">" button many times makes no difference? What puzzles me is that both timers are doing the same thing. Does the motor stop or stay running? Does pressing the S1 button then not stop the motor and bring the LED back on again?
