We need to know more Paul. Were you charging the battery to regular full capacity (4.2 volts per cell) or were you just balancing the battery at storage level (which is what it should be when you got it -- you say it is new)

If you were charging the battery using balancing mode on your charger, you probably ought to set the charger for 2-3 amps (3 amps is 1C). Assuming you have a reasonably good charger it would bring the voltage up to near 4.20 volts per cell and then taper the amps down to essentially a trickle charge while it balanced the battery. If you have set your charger to charge at 0.2 amps, it will take a long time to get up to near 4.20 volts and will time out (as you have observed) before the battery gets charged and balanced. New batteries are delivered at storage level (about 50% of full charge) and at 0.2 amps it would take 7.5 hours to put in 1.5 amps (about what you need to bring the battery from storage to full charge).
Most Lipo chargers let you check the voltage for each cell during the charging operation (assuming you are charging in balancing mode using the balancing plug). Check and see what the readings are for the cells. If the individual voltages are not at, say 4.18 to 4.20 volts, your battery is not yet charged.
