Is that a monoplane with a super big flow straightener, or a biplane with a really small top wing?

Best I can figure is that it is a two-sided vortex generator to keep the flow stuck to the vertical stabilizer is post-stall maneuvers.  I have heard other stories, but they sounded bogus.
