The problem with electric is that once you get the smoke generator and sound system installed, the plane is too heavy.

Best I can figure is that it is a two-sided vortex generator to keep the flow stuck to the vertical stabilizer is post-stall maneuvers. I have heard other stories, but they sounded bogus.
