Much depends on your motor kv and battery cell count, which are not mentioned.

What motor? What Kv? What battery? Most of all is your speed control set to Govenor High and are your settings on your speed control right? I already know that most likely my first 3 questions will be a match as you have been doing this long enough, but double check anyway. I had a set up once that drove me crazy because I couldnt reach desired RPM. When I reviewed my settings I found I was set to Gov low.

Igor 11 x 5 prop turns about 10,800 at that length for me.  Similar with Xoar 12 x 5 wood.  Those gave about 5.3 lap time.

In the 10,000 rpm range and 70ish ft range, about 200 rpm to change 0.1 second lap time for me.  I am using Cobra 3520 700kv and 6s.

I didn't measure the pitch on either prop, as the system worked well.  Both 5" pitch props needed about 10.8k rpm.  I would expect them to be close to 5" pitch, but my ballpark rpm answer. Your dilemma doesn't sound like a pitch problem, but rpm/esc.

Don't fix an ESC issue with a new prop!

Unless the motor manufacturer is lying, that motor should be doing 15,000 RPM at full throttle with no load.  Something odd is going on with your ESC or battery or something.

Do you have a servo tester, or some RC equipment lying around?  I'd think seriously about putting an itty bitty prop on it and seeing what "full speed" really means when the ESC isn't in governing mode.

What Tim said.  Check it out with a servo tester.  If you don't have one they cost all of $4.

Another point.  Most ESC have to be setup for end points.   IE what the ESC considers to be off and what the ESC considers to be full throttle.   If these end pints are set incorrectly it could cause weird problems.

Is the firmware on the ESC up to date. The Prog box doesn't always match the RPM that it shows. Some of the older chips are off by a few hundred RPM. That never bothered me as I went by lap time and only used that number for a reference. Make sure all your solder joints are good. Try another ESC for comparison. Try another timer for comparison. Put a small prop on  it and run it up in Throttle Mode(Percentage) on your prog box. When I was playing with some high speed stuff last year and had to hit 15000-17000 rpm the only way I was able to get there was in throttle mode as I thing Phoenix settings cut us off at around 12000. In any case with that 5.5 pitch  10000-11000 should not be a problem.

I once put the ESC from a Cobra 2820 into a plane -with a 2826 without changing the settings.  Ran like crap.  No mater what I programmed the RPMS to they topped out at about 7000.  Changed to the correct settings and all was well.

I am not familiar with the Castle Ice Edge.  However I would think yes.   The Turnigy Plush-32 60A Speed Controller w/BEC that I use comes with setup instruction for setting end points.    It's a combination of power on and transmitter throttle stick position.   I set mine with a servo tester.

Put a ridiculously small prop on it and measure the RPM . That will tell you a lot. If you hit your desired #'s then you know the prop is to much load. If not then its something else.
